I hope everyone has been able to follow the story thus far. I actually wrote myself into a bad corner. It took a long while for me to figure out how to get out of it and I even had to re-write almost all of the previous chapter because of it. So hopefully I've been able to get myself back on track.

A soft knock on Katara's door woke her from sleep. Rubbing her eyes as she sat up, yawning, "come in." The door opened up and a small lady bent at her waist, soft brown hair spotted with gray in a bun entered. Her brown kimono clad body almost looked frail in the morning light that filtered in through the door behind her.
She bowed respectively. "My Lady Katara, the Fire Lord requests you join them in the meeting rooms at once. Shall I help you get ready? They will be meeting in less than a few minutes." Katara nodded and the woman closed the door behind her then proceeded to the window to open the heavy curtains. The light blinded Katara and she absentmindedly groaned about it. She was not used to being up this early. "We have already been down to the markets for your clothing. Lady Mai told us the shops and everything has been picked up. Now, since you are meeting with the Fire Lord and his council, it would be more appropriate to wear something very formal." She walked to the door and allowed a few ladies into the room, carrying a black lacquered chest. "These ladies will help you with your hair and bath. Quickly now. The Fire Lord is waiting." Pushing Katara out of the bed, she ushered her behind a screen where the three women promptly stripped her. A tub of water sat in the corner which one of the women walked up to, placing her hands into it. Steam soon slowly rose from the surface.
Katara drew up her hand and bent the water around her body in a quick wash as the women had turned around to fetch brushes and scrubs. As they walked back to her, Katara was placing the water into the tub once more for it to rest. Looking at each other, they seemed unsteady now. "Under robe." The fire bender servant said as she offered Katara a light white robe. Dressing quickly, they quickly walked to a desk with a mirror. Sitting down, the three quickly began working on untangling her hair from the simple braid it had been in during the night. Pinning it up here and braiding it there, she soon had half her hair pulled up on top of her head, the rest draping down a flowing way to her shoulders. They bowed to her and exited the room.
The brown robed woman walked up behind her and placed a comb into her hair. Thin dangling chains jingled together. The ends weighed down by small dragon shaped stoppers. "Come, now." Urging Katara to stand up and walk to the bed where a different under robe and a kimono Katara didn't remember ordering were laid out. She started to protest when the woman promptly undressed her and redressed her in the yellow material. "You will thank me later. This one is more suited for a long meeting such as the one you will be in, my Lady." Katara looked down. It looked horrible against her darker skin. The front of it was also cut to cover only most of her chest. A large "V" shape stood out with her breasts looking like papaya. A few adjustments and they were lifted, showing a deep cleavage. Katara admired the work. The straps used to make them look like this could not be seen unless it was something you were looking for. She held up the kimono for Katara to step into. Katara sighed and obliged. "Just one more touch." The woman stated with a smile on her face. She opened up a small box that contained smaller containers of paint and long-bristled brushes. Face paint. Wonderful. Katara huffed out a quick annoyed sigh.

"Sire, the southern water tribes will never allow us as close as Dey-Wa is suggesting we make our post. It is best, if we don't want to start another war, to set up camp farther west of them." The gruff voice of the elderly man spoke out. He rubbed his graying beard in self-accomplishment as the other four members with Dey-Wa excluded mumbled to themselves in agreement.
"Xin Shen, I have been to the south. The area you speak of is nothing but ice cliffs. There can be no establishment made. Have you even thought of the wild life that live there? The bear seals and seal turtles there will not tolerate the presence of humans in their territories." Dey-Wa slammed his fist on the table-map. "Before you make assumptions, do your geography." Zuko held up his hand and he fell silent. Opening his mouth to speak again, he stopped as the echoing of the opening of doors to the room sounded. The four men turned to watch Katara enter the room.
"Gentlemen, you will show respect to the Lady Katara of the Southern Water Tribes. Stand up until she is seated." Zuko's voice only carried to the men. The five men stood as they were told. Zuko motioned her to a seat to his right. Her sandaled feet touched the light and he smiled. White sandals adorned her feet to match the bottom hem of her kimono. His eyes trailed up her body, following the white into yellow and then orange. Orange faded to red and a darker red that complimented her darker skin at her shoulders. The sleeves looked like they had been cut from the material with the body in one fluid motion. Usually the patterns on the garments broke the patterns, but where the sleeves began was an exact duplicate of the material next to it on the body. A natural cut and hem job on the kimono revealed to him the deep cleavage of her breasts that jiggled slightly as she walked to him. It was cut extra deep in the material. He mentally approved and made a note to reward the tailors that had done this handy-work.
She bowed to him and then the others. Looking down at the table-map, she frowned as she sat next to Zuko. Several blue flags had been placed around the map, showing the location of the small southern tribe and the larger northern city. Red flags marked other spaces on the map. Zuko sat by her and noticed her frown. "You do not approve, then?" She shook her head, the dangling earrings he hadn't noticed before whipped about on her earlobes. "Please, then. This is why I asked you here. For the betterment of the nations, I want to place small outposts in the other areas to follow the rules that are established in those areas so we can learn more about each other. They still are under my rule as far as their delegations. But they will try to establish a trading route between our nations. We may be able to help your people survive."
Looking at the map in front of her, she sighed and leaned foreword. "You can't place anything here. It's nothing but cliffs inhabited by seal turtles and bear seals. Very unfriendly and are very aggressive during mating season." Dey-Wa smirked at Xin Shen. "Plus your marker of the tribe is too far west. It needs to move to the east more." Iroh picked up the blue flag with a smile to Katara and she relaxed. "More. No.. More. A little... There." He moved the flag according to her directions and placed it where she said to. "It's surrounded by cliffs, but there's a trail from over here," she pointed on the map and marked it with a red flag. "That leads directly to this inlet to the east. It's much less dangerous here as there are only penguin in this area. They're shy and stay away from people so it'll be easier." Leaning back to her seat, she blushed as Zuko's gaze fell onto her. "I don't know if you'll be able to make buildings like this down there though. Not with all the fire your people like to use."
Zuko looked to her. "Well that's why they're going to learn things to live in those conditions as your tribe would teach. But for them to do that, there is much preparing to do. They need clothing to survive. Instruction on how to survive; what they can hunt and what they should. Signs to know how to avoid the danger and when it's safe." Katara turned her head his way. Would the people of the Fire Nation, who have never seen snow, be able to survive in it? "I have been planning this meeting for a long time now. But I've never been given the opportunity to actually have it. Too many descriptions on the idea and not enough knowledge of what could happen if we were to travel down there even with a white flag raised. I did not know how your people would react." Katara nodded understandingly. He gazed out on the map in front of them. "Ever since Ozai was defeated, I have been struggling to maintain the peace with my people. I was not here for the time that I should have learned what I needed to on how to run the Fire Nation. He had banished me for what he thought was weakness."
He scoffed at this and continued, "My great-grand sires wanted the Fire Nation to rule the world. They all believed that fire was the superior element to any other, and they teach this daily to the children. Before I tackled the jobs that my fa - No, Ozai - had lined up, I went to the schools and re wrote their books. Aang aided in this. Correcting the way the war began and other details about other nations for the current time line. The new generations will know the truth." The men at the table clapped and Iroh raised his tea cup to Zuko. "Katara, your information will help my people survive in the conditions down there. Will you accompany me to the markets? We will begin preparations immediately." She mutely nodded as he stood. Reaching his hand down to her, he helped her stand. As the others at the table and Iroh stood, they adjourned the meeting to meet back in another week. Cornering his arm, Katara and Zuko walked side by side with her hand in his elbow.
"What about Mai..?" Katara whispered up to him as they exited the large room with Iroh in tow. Servants bowed to Zuko as they walked passed. They stopped for the woman who had dressed Katara not too long ago offered her a fan that Katara tucked into her belt. Out of the corner of his eye he saw the other men from the meeting leaving the room. Dey-Wa and one other man on their own walking away from the others. His eye narrowed and he motioned a guard to follow the two men before he and Katara continued.
Zuko's chin was held regally as they walked the halls. "She left last night after the bath to join Ty Lee on Kyoshi Island. Whether or not she will be a Kyoshi Warrior, I do not know." Katara giggled. "I think it's funny too. It would be better for the Warriors to have Mai with them." They passed Katara's room and then a small garden. A few bamboo bushes stood decoratively through the layout with a pond in the middle surrounded by small stones. "I'll show you the large gardens when we come back later tonight." Zuko promised her and she nodded. Guards stood at attention, saluted, and opened the grand front doors of the palace for the couple. Outside was Zuko's gondola. This time it was perched on another frame and rhino were roped onto it. Steps were made to allow them to step into it as it was raised for the large animal. A single guard sat atop the beast. "With the transportation like this, we should be there in an hour and a half. Ladies first." He stepped aside, leading her to the stairs.
Lifting her kimono, she held his hand that he'd offered her as she climbed the short flight to the plush seats inside behind the curtains. "Will you be joining us, Uncle?" Zuko turned to Iroh. The old man shook his head.
"The gondola rides are too hard on this old body of mine. I will stay here." He held up his White Lotus tile. "Besides, there is a Pai Sho tournament not far from here!" Iroh beamed and laughed. Bowing to them, he walked away towards the steps that lead to and from the palace, a guard not far behind him. Zuko watched in amusement as the old man shooed the young guard away. An older guard walked up and placed his hand on the young man's shoulder. He stiffened and bowed to Iroh. Zuko chuckled. That one was most likely a new recruit. Stepping up to the platform, he sat next to Katara and gave the signal to take leave.
Katara watched Iroh's body disappear from sight from the hill. "He's not joining us?" She blinked. Iroh always went where Zuko went. They were much like a father and son. Iroh had even told Zuko he'd thought of the youth as his own son whom he'd lost. "A shame, really." Zuko's arm circled around Katara's waist and drew her close to his body.
"It looks good on you." His voice was hushed and she had to strain her ear to hear him over the rumbling of the ground beneath them and the grunts of the rhino. She blushed. "I especially like this.." his left hand trailed up the collar and then down to softly touch the valley between her breasts. Despite the mid-morning heat, she shivered at his touch. "You were such a naughty woman last night." He growled seductively in her ear and nipped at it. She flinched and tried to scoot away from him. Zuko's hold was firm. "My, my. I've never met a lady who didn't want my touch. Or are you just playing hard to get..?" A gust of wind blew her top open.
Katara gasped as she covered her face from the dust. When she looked back up, her sash was blowing slightly from his grip. "Zuko. What are you doing?" Grasping the edges of her kimono to pull it closed again, Zuko smiled at her. "Just because you're Fire Lord doesn't mean you can take whatever-" she was cut off from a bump in the road that jostled the cabin and thrown into his arms again. "Is this payback for Ba Sing Se? If you want to know the truth, yes. I did that on my own. Toph was in on it too. Buumi as well." He tsk'd at her and she looked up. She let go of her kimono's hem and let it slip down her shoulders. A white cloth held her breasts up. Tiny peaks underneath the cloth showed that she was only being held by the bottom, her nipples covered as it was tied around her neck. Clever he thought to himself. "We just didn't expect Sokka to want to be brought-"
Zuko cut her off by planting his lips onto hers. She didn't move away from him, returning his kiss after she shook off the first initial shock of it. Placing his hand on her lower back, he guided her down onto her back. As her head made contact with the pillows, he reached up to her face to hold her cheek as his other arm stabled himself above her. He knelt above her, the road beneath them deepening their kiss as they were jostled from side to side. He placed frenzied kisses on her as he took both her hands, holding them down. Distracting her while he tied her hands together above her head with her own sash, he shuddered when the wind finally opened up half her kimono. Breaking the kiss, he crawled up her body. Katara's eyes flashed wide and she started to struggle as he took the cloth and tied the other end of it around the post diagonal from them above her head. She stopped her struggles as he hiked up his formal yukata in order to do this. His crotch met her chin. Katara swallowed when she looked up to it to find it bulging. She looked up to him. "You're seriously going to rape me?" In disbelief, she spoke up to him in a soft voice.
He shook his head as he trailed back down her body. "I wouldn't do that, Lady Katara. That would just sever any hope of making a colony in the south pole. Besides, this place is hardly a good idea for something like that." He smiled almost wickedly to her and bent to kiss her again. She turned her head in defiance.
"Then why did you do this?" She struggled against the bonds again.
His hand trailed along her jaw up and down from her ear to her chin. "I do recall promising to repay for last night.." Zuko's comment caught her off guard and he assaulted her again with kisses, his tongue licking almost hungrily at her lips until she parted them to allow him into her mouth. The hand that was on her chin traveled to the back of her head to hold her firm to him as the road became slightly more rough. When it ceased, he quickly untied the string and her breasts jostled about. "Mm-Ah!" She cried out against his lips when his hand found a bare breast and gave it a squeeze it, pinching the nipple between his fingers. He massaged her right breast with his left hand, pleased at how her body arched towards him as he tugged at the nipple.
Zuko had barely done anything and her face was already flush. She'd never been touched by a man like this before. It was new to her and by the way she was responding.. Zuko broke the kiss to burry the other nipple in his mouth and suck as he continued to massage the right nipple, rolling it in between his fingers. She moaned out, her back arched and toes curled losing the slippers on her feet. He chuckled. "I could do this all day.. But I won't." Moving back up to her ear, he nipped at it. "I'll just play for a while longer.. Just like you two did to me." Her eyes darted to him. They were half-lidded and her breathing was shallow, almost as though her breath had been taken away. Zuko smiled, propping himself up on his elbow and watched as Katara's eyes widen when his hand left her breast to slowly trace her abdomen down to the undergarments she wore around her waist.
"No.. wait.. Zuko.. I'm.. I-I'm not ready for something like that.." She watched his hand disappear under the kimono that lay half on her body. Feeling his fingers touch her through the fabric, she tried to close her legs to him.
"Aw. So mean, Katara. I'm not doing much." Zuko's fingers twitched between her legs. She moaned as he continued to move them around. "See? It's just like what Mai was doing to you last night. She didn't let you orgasm though." He touched her inner thigh where the cloth and skin met. His hand traveled north. When he was at her stomach again, he slowly slipped his fingertips in between the two layers. "Relax, Katara." He whispered to her as he put his other arm around her, pressing him to her. His lips found hers as Zuko worked the underwear down off her hips and to her mid-thigh. "HMm.." He smiled against her lips as his fingers found their way between her squirming legs. The moment he touched Katara's clit, she ceased struggling. The pads of his fingers slipped down the side of her. "You're so very wet, Katara. Is this exciting you? Being tied up like this?" Zuko stroked her lightly.
Katara's breath caught in her throat. "Zu.." Her back arched toward his body, his hand traveled a bit further. "KO! AH!" Zuko was pleased as his name escaped her lips finally. It rang in his ears and against the surrounding area. Though it was loud up by the rhino, he was sure the guard had heard her. He plunged a single finger into her a small way and kissed her jaw, his ear by her mouth as she moaned out again, louder this time.
He didn't care if the guard heard. The man was instructed that this might happen. He most likely brought ear plugs as to not be tempted to look to his ruler. Of course, Zuko wouldn't be doing this if there were travelers on the road. He was glad there was none. Probing his single finger into her, he let out a small chuckle into her ear as she moaned into his. "Are you enjoying this, Katara?" Her breathing quickened. "I think you are.."
"Zu..o.." Katara's toes curled into the pillow beneath them and she nuzzled her face to Zuko's as she tried to speak to him. Her words failed her as a wave of ecstasy overcame her. "Nnmm... AAH!" Katara screamed out at her orgasm. Zuko continued to probe her softly as her body drenched his fingers in short waves as she continued to moan. He began to kiss her again as his unoccupied hand traveled up her body again. This time to her wrists. He had done a quick knot around them. Their lips met as he untied her and slowly brought his fingering her to an end. Breaking the kiss, he trailed her juices up her body to her heaving chest and up to her cheek. The faint ammonia smell from his fingers traced on the breeze to her nose. Sweating and panting, she turned her head to his hand and began to lick his fingers clean.
"See now? Aren't you glad you trusted me?" Reaching up, he untied the sash from the post. "You've never experimented alone, have you?" She shook her head. "I thought so. You're so tight down there and so very sensitive." Sitting against the back wall, he reclined into the pillows and closed his eyes. Katara weakly sat up. Crawling over to him, she lay on his body, not caring that she was still indecent. The ride had just began only a while ago. Her head touched his chest. Her breathing beginning to slow to the normal rate. "It's a shame for your pureness to go to waste on some one you don't want it to go to.." He sighed out to her. The betrothal was a delicate subject to her. But he wanted her to know his honest opinion about it. "There's still time. It shouldn't be for another year, right?" He felt her head nod. "Maybe you can get out of it some how?" He wondered aloud.
Katara's head lifted from his chest. "Wait.. that was payback?" She was answered with a chuckle.

As they exited the meeting room, Dey-Wa pulled another man aside. "I saw you were disapproving of the Fire Lords' decisions this time as well, Lee." Lee nodded to his elder. "He is soft for that water tribe girl. Though I don't blame him. She's a fine young woman." He crossed his arms in front of his chest. "Let us walk." The two men parted their way down another hallway opposite from the others.
Lee's long black hair touched his shoulders, bouncing with every step. Younger than his adversary by a decade, he had been newly appointed when Zuko was crowned. Dey-Wa had been in the council with Ozai but remained quiet about his preferred following to the former Fire Lord. "I bet she would fetch a pretty price in a concubine brothel." The two men laughed together.
He kept his voice low. Dey-Wa knew they were being followed by a guard by Zuko's command. "Lee, I believe that this young Fire Lord knows nothing about politics and cares nothing for them either. I know of a few ways we might be able to get another appointed before too long. If you know what I mean." Lee nodded slightly, keeping his actions to Dey-Wa alone. "You are the adviser for the Messenger Hawks. We will write a letter tonight and have it sent out immediately."
"To where is this letter going to?" Lee questioned him. He didn't miss the sneer on Dey-Wa's face.
"Not too far, actually. The person I am thinking of is in the Colonies in the Earth territories. Though he's not Fire Nation, he's in hiding." They quickly switched their conversation as they turned the corners into the cooks' wing. "Ah. Mushi. What is on the menu for this evenings' dinner? I am starving!" Dey-Wa put on a facade as the cook almost ran into them as he was fussing over a list of ingredients.
Startled, Mushi dropped the list and scrambled to catch it. Dey-Wa raised an eyebrow at the younger man. "Ah, General Dey-Wa. I will be spitting up some cat-owls soon. The ladies are hard at work plucking them as we speak. Soup tonight will be a chowder with potatoes and diced bacon bits from the sow from the farms served with beef tips." Dey-Wa nodded approvingly. "I must be off. Missing ingredients for the soup will just simply not do.."
Dey-Wa's face dropped from the smile he'd put on for Mushi. "Cat-owl? Does he think we're commoners?! Disgusting!" The two walked off and he turned to Lee again. "The letter shall be written to Jet.."

Dey-Wa's voice trailed off and the guard could hear no more of the conversation. He slunk away. When he was far enough down the hall, his pace quickened to a jog and then an all-out run. Zuko was right to not trust them. He had to get word out to warn him in time. Pushing servants aside and shouting back an apology, yelling for doors to be opened for him before he reached them, he was making good time until he skidded to a halt to slam into the balcony railing. He toppled over it. His sword unsheathing itself and falling down to the courtyard below, it landed with a loud clang and interrupted the training going on below him. His screams for help alerted guards down the halls.
Several bodies were gathered around the dangling guard. His hands began to slip and the stander-byes scrambled to help him before he fell. "Quick!" He puffed out to another guard. "Fire Lord Zuko is in trouble. I just heard Dey-Wa and Lee planning an assassination on him for tonight. The letter goes out tonight!" He tried to keep his voice hushed. Out of breath, this wasn't hard for him. The men stood and looked at each other. "We need a Messenger Hawk!" The guard on the ground yelled out at them. "Do you not care?!" He shoved past them to run again.

In the afternoon light, a bold red tailed hawk with deep brown feathers flew out down to the markets in the city where Zuko had gone to with Katara. A black ribbon trailed the sky behind it's body, the harness holding the message red. This was not something to dawdle with. If Zuko saw the black ribbon, he would definitely look at it immediately. The hawk wouldn't let anyone but him take the letter either, so no panic would be spread.
From another tower, a green vested red tailed hawk took to the skies not long after the black ribbon. This one had a white ribbon on it. Dey-Wa scowled. "They were able to get a message out to Zuko."
"No worries." Lee looked out the window with Dey-Wa. "The hawk we sent to the colony will reach its destination in no time. It's a much leaner bird with wider wings. It will ride the air currents. Look, see?" He pointed to the white ribbon first catching up to the black and then passing with amazing speed. "Because he has to cross the ocean. He will rest at a mid-point buoy for a few minutes, eat a fish, and then deliver the letter all before dinner is half way cooked. Your man can board the ships and be in Sozun by night fall. Best to carry out the job in the night anyway."
Dey-Wa huffed. "Well I hope he gets here before then. It's a full moon tonight."
