Chapter 248
The Dai Li had finished remodeling the hotel's first floor. The lobby, dining room, and kitchen were once again walled off into separate areas. The lobby was subdivided into three sections, the largest included the laundry room and long rows of tables where the refugees sat while waiting to be chosen. The next part was marginally smaller and included a place for the children to play as well as stone couches, chairs and tables. The final part was the original lobby. It was designated for hotel guests only.The hotel's small kitchen was expanded to the size of one built to accommodate a large family. Fan insisted the hotel was also the best place to house the military kitchen. It was in the middle of the city, close to both gardens, the barracks and the newly expanded stables. It was also in close proximity to the refugees, their hungry children, and the Ursa House; all people he was committed to feeding. The institutional sized kitchen was separated from the original kitchen by a large shared pantry with the understanding that Kisa's kitchen (and Kisa) could and would be used to prepare smaller more delicate meals for high ranking officers.Fan's kitchen was large enough to hold at least ten cooks and the equipment needed to feed 200 people at one seating but the dining halls were attached to the barracks. Fan's kitchen placement forced the hungry refugees to smell food cooking right next to them all day and watch the soldiers walking by at mealtimes. It also meant they were more likely to be fed. People tended to eat less when they had to carry food in front of large hungry eyes tracking it. By placing the barracks and soldiers dining hall on the other side of the lobby the soldiers had to walk past the hungry women and children.The men and women of the Fire Nation military were conditioned to ignore suffering in high stress battle conditions. This city was at risk but it wasn’t like the other cities they’d taken over. This place had no standing militia or defense force. After the last two attacks and the arrival of the new troops surprise attacks were unlikely. They were still on guard but no longer had the hyper-vigilance needed to ignore the misery around them. The majority of these soldiers were not rich or nobles. They did not have a lifetime of experience ignoring the unfortunate. Just as the sly cook planned, much of the heaping piles of rice and meat he doled out ended up in hungry little hands well before it was time to empty the pans and prepare for the next meal.It also gave the tile carrying member of the White Lotus a perfect view of the crown jewel of the new arrangement- the Avatar Box.The Avatar Box was a five by seven foot containment unit built into the inner wall of the lobby. It could be seen from all three sections even though it was in the main portion which housed the refugees; the area most commonly referred to by soldiers as the Pussy Garden. The Avatar Box could be opened from a key at the bottom but most often it was opened from the rear by Earthbending. Once the Avatar and Water Tribe boy were placed inside it was raised until the top was two feet from the ceiling. The walls were six feet thick. Once Dai Li constructed the three freestanding walls they crushed it into fine sand that Chu-hua and Azula had stood on each side and heated until it was the clearest of glass.The back wall of the Pussy Garden was also made of the same glass. Each and every person a Fire Nation soldier chose to rape was selected right under the blissfully ignorant nose of the Avatar. He was told that they were so close to the kitchen so they could be taken to go eat, bathe and change clothes. All of the refugees looked back at him screaming and begging for him to do something whenever one of them was taken but he'd been given a logical explanation -jealousy and impatience. Those left behind could not wait for their turn so they cried out for attention. Zuko's creation of the Ursa House helped to perpetrate the fraud by ensuring no victim was returned to the Pussy Garden with visible injuries. The hospitality station had been built right behind the hotel and next to the barracks so the smiling and waving Avatar who had done nothing to help would be the first sight that greeted each victim after every rape.Safe his soundproof cage Aang would smile and wave wishing someone would take him outside as countless women and children were repeatedly abused.
Roku stood in front of the Avatar Box for several minutes. Aang glanced down but the living Avatar seemed to be looking right through him. He raised his hand and placed it on the glass but still was unable to feel the part of him that lived on in Aang’s spirit. He was about to reach into the glass but Nini stopped him.
Her eyes were sad as she looked around the room knowing its true purpose, “It is not your place.”Roku closed his eyes and stepped away. In the century after his mortal death he had been forced to relive his decision to spare Soizin and the one he should have made. His inaction as Avatar had caused a tear in the fabric of destiny. The repair had caused another tear and another until what should have been was completely rewoven to account for what was around the anchor points of that which would always be. He had come to regret placing his friendship over the fate of the world several times over. The cost of repairing the damage caused by his selfishness was too great for one man to bear. The burden had been spread among his descendants. Each day he was forced to witness the trials and tribulations his loved ones faced instead of the lives they would have lead. It was a tremendous burden knowing how much they suffered for his sin.“Hope is not lost. The child of the one formed at your first true sowing has made a powerful prophecy that will come to be,” Nini said focusing on the same place Aang was looking.Roku’s gaze turned the same direction. He realized why it seemed Aang was staring in his direction so intensely but not at him. A small ham faced child was looking at him; hidden within her soul was the ability to Airbend.“Let us go, Roku. We have been granted a gift but our punishment has yet to end,” Nini sighed sadly after seeing the child’s hidden ability.The deceased Avatar nodded and together the two faded. They knew better than most that destiny was not kind to those who sought to avert it.
